what is going on now, 30 minutes from now, any moment, they're starting to arrive, we have boehner, pelosi, mcconnell, reid. they're on capitol hill. what can president obama offer that both sides can agree to. >> unfortunately for individual members of the republican house it is to their interest to let tax increases go into effect. that way they won't be viewed as having raised taxes. they can come in and easier to negotiate with them. what the president, what we are hearing about what the president is proposing though, is a small deal to get them through the fiscal cliff so that it avoids some of the implications, some of the more damaging implications for the economy. i don't think the fiscal cliff honestly is really going to have a huge impact. our housing market and labor market remained firm and i think they can survive this. but i do think that though, that if the president does offer this smaller deal i think there's opportunity here, though it is probably slim. heather: that smaller deal, or that plan-c as the president has called it, i guess last friday or we're calling it now p

we have not seen speaker boehner or nancy pelosi, leader pelosi walk into the white house yet. before i plugged in at least she hadn't, they hadn't arrived. but it is a matter of minutes until they should all take their seats in the oval office and begin the discussion that should help resolve whether or not the nation will go over the fiscal cliff in the next few days. this won't end the discussion, but it should launch us into the next steps. can they hash out the basic form of an agreement, a scaled down agreement. if they reach that threshold, can the senators assure each other that they have the time to get this done and no senator will filibuster it? if that's the case, they bring it to a vote tomorrow, and/or sunday and does the house agree to bring it to a vote on the floor of the house. those are a lot of ifs and we have until just monday night to get it all done. >> you'll be standing by, watching it all with every single detail. thank you, jessica yellin. now to lisa desjardins, live on capitol hill for us. so, lisa, just caught you talking with senator ben nelson of

for house speaker john boehner to agree to bring it to a vote on the house floor, and leader nancy pelosi to produce the huge number of democrats needed to pass it. but if that plan falls through -- >> then i will urge senator reid to bring to the floor a basic package for an up or down vote. >> the president's basic package has much more for democrats to like. so don't expect that to get very far. but all sides now agree the senate must first pass a bill before the house makes any kind of move. so all eyes will be on mitch mcconnell and harry reid and their negotiators holed up on capitol hill. the senate comes back into session at 1:00 on sunday. >> jessica yellin, thanks. >>> and with the pressure now squarely on the senate to fix the fiscal cliff, they will lead the talks this weekend. a period of time reid calls, quote, very important, mcconnell says he's hopeful both sides will have a plan to present to their respective members as early as tomorrow. and other republican and democratic senators are underscoring the importance of reaching an agreement soon. >> if we don't have a deal

speaker nancy pelosi helped create the oce as a solution. in just four years they have done more than 100 investigations of lawmakers raising serious questions about possible congressional misdeeds. in 37 of those investigations, the oce referred them on to the actual house ethics committee for further review, meaning that in those 37 cases, the oce found reason to believe that house ethics and sometimes federal laws were likely violated. so why exactly does congress want to kill it? well, actually, that's hard to say. folks like these who have in the past voted to cut the oce budget or limit its powers refused to talk to us. for those who would talk, opinions were mixed. >> i think it's important there be some way for the public, for someone outside of congress to raise issues about the conduct of members of congress. one of the things that -- is it oce, oce has sent to the ethics committee was actually pretty flimsy. >> i supported it the first time, i'll support it again. >> i don't think it's working well. >> is there anything oce has do
